Ismeal Gonzalez, 26, was the target of a surveillance operation by the Essex County Sheriff's Office's Bureau of Narcotics, according to Sheriff Armando Fontoura. Plainclothes officers were in the area of 1st Avenue West and North 13th Street around noon Wednesday when they noticed Gonzalez leaving his car.
