Will the Newark airport monorail keep running while a replacement is built?

The Port Authority Board of Commissioners, meeting for the first time at the agency's new headquarters back at the World Trade Center site, in the 4 WTC building, voted to authorize spending $40 million on planning and technical consultants to replace the AirTrain at Newark Liberty International Airport. (Steve Strunsky NEWARK -The Port Authority of New York and New Jersey Board of Commissioners authorized spending $40 million on planning and technical work to replace the 19-year-old AirTrain monorail at Newark Liberty International Airport, a project estimated to cost up to $2 billion.
