The arrest came after a Rockaway Township Police Officer noticed Pessoa in a grey Ford Crown Victoria attempting to conduct what appeared to be a motor vehicle stop of a woman on Route 80 west, in the area of exit 3A. Pessoa's vehicle was equipped with red and blue lights mounted at the top of the interior windshield, marker light strobe lights, both front and rear, and alternating flashing headlights along with a siren.
