NEWARK - A temporary restraining order will remain in effect against an Irvington police captain accused of trying to run down a Newark city councilman with her car, a judge said today. In a brief court appearance, Family Division Judge Bruce Kaplan instructed Monique Smith and South Ward Councilman John Sharpe James to return to court on Feb. 6 for a hearing to determine whether the restraining order will be made permanent.
