NEWARK - The number of persons stopped under the city's controversial "stop-and-frisk" procedure fell slightly after Mayor Ras Baraka took over as mayor last year, though critics say the data continues to show troubling signs about the program. According to data released by the Newark Police Department, officers stopped a total of 7,326 pedestrians over the last five months of the year, an average of 1,426 per month.
