Newark declares state of emergency, disallows driving on city streets tonight

Mayor Ras Baraka declared a state of emergency in the city of Newark Monday afternoon. Only police, fire, and emergency vehicles will be allowed on municipal roads after 10 p.m. tonight, city officials said.
