Borough police arrested a Newark woman, associated with high-ranking members of the Latin Kings, in connection with a Franklin Walmart theft where more than $2,000 worth of merchandise was stolen. At approximately 11 p.m. on Jan. 22, police arrested Angela Concepcion, 27, at a residence on Oraton Street in Newark.
