Police catch fleeing fugitive after crash

Timothy Lamont Harper, 32, Newark, New Jersey, was charged with recklessly endangering another person, fleeing or attempting to elude police officers and giving false identification, among other charges. State police chased Mr. Harper, who they say was excessively speeding and driving on the side of Route 380.
