Former Newark Internal Affairs boss target of investigation, accused of racist remarks

Newark Deputy Police Chief Joseph Tutela, seen here at the State of the City address earlier this year, is now the target of a prosecutor's office investigation and the subject of allegations he made racist remarks towards Portuguese police officers.
