United Airlines' complaint filed last week against the Port Authority of New York and New Jersey over Newark Liberty International Airport landing fees is "a flagrant abuse" of the federal government's regulatory process, the bi-state agency said in a tersely worded, one-paragraph letter to the Federal Aviation Administration. United's complaint, in which the airline alleges the Port Authority overcharges carriers at Newark and illegally diverts the proceeds away from the airport, "ignores longstanding precedent in this area when the relationship of the parties is governed by an agreement," said the Port Authority letter, obtained Friday by The Record.
